[Now that the "executive summary" folks are gone] I recently wrote about appreciating the increased use of technology by government departments, while criticizing the look and feel. I finally got a chance to enjoy using one of these web services. My new passport will require renewal (the correct term is re-issue) soon, so I went over to the nearest PSK. Upon trying to ask the usual questions I might have – what documents are needed, any specifics to keep in mind etc – I got the response, “check it online”.
“But…(you haven’t even heard my questions!)”
“online, everything online”, he waved and pointed at a printed notice pasted on the window. Not having an urgent need, I left. I figured I’ll look it up online and if I have any specific questions, I’ll return; I need to get to work.
Over the next few days, I browsed the site and figured out what all was needed and how to get passport appointment online
- fill up the passport application form online
- look up the documents required based on the procedures (change in details, Non-ECR status, etc) needed
- upload documents
- and how to get passport appointment online
Following this I spent the next few days/weeks chasing up documentation that would be required. Once I had all the documents (that I interpret to be needed – I’m yet to see!), I scanned and uploaded them. Following that I went to the manage passport appointment online section. The page had a drop down with the nearest PSK and captcha. I filled in the captcha and submit. Something didn’t work; maybe I got the captcha wrong? I tried again – same thing I am not able to get passport appointment online. Then I noticed the error message “Currently no appointment slots are available for the selected PSK. Please try scheduling an appointment from 10/01/2013, 6:00 PM onwards ( For passport appointment Bangalore).” This was in the evening on the 9th. (Side: Who writes their copy?)
Wait, what? Is my concept of taking an slot wrong? May be for this I am not able to get passport appointment online, I was expecting a calendar with slots, you choose a date/time if it’s free in their schedule and lock it in – even if the next free slot was a week or a month away!
Okay, maybe they designed it this way because a lot of people might (or they’ve tried this already and it’s based on sampling actual behavior) fill up the slots and never show up. Just like we’re great at standing in lines, we’re great at keeping times and appointments too. [Side note: There may be a lot of individuals in this country (or world) who are intelligent, considerate, law abiding, decent and other qualities which might be considered for an “evolved civilization”. But when it comes to thinking about the group, the opposite qualities take over.] Missed appointments would lead to wasted time and resources (Tax

payer’s money) on part of the state employees. This limitation of the system could certainly have been built around – but that’s another discussion (allow a limited number of people who would like to wait – limit to a specific lot – take a chance on someone not showing up after taking an passport appointment. Also, fine the people who don’t re-schedule or cancel their passport appointment at least a day before.).

The next day I tried once in the morning – same problem I am not able to get passport appointment online. Then again around 5:40 pm ( passport appointment Bangalore) . I thought to myself, "Okay, If this is how the system works – it unlocks at 6, I’ll log in then and tried to get an passport appointment". When I tried, this was a 6:03 pm ( passport appointment Bangalore) – just 3 minutes past the time the system would’ve been “opened”, I got a new message “Currently no appointment slots are available for the selected PSK. Please try scheduling an appointment from 13/1/2013, 6:00 PM ( passport appointment Bangalore) onwards”. Again unable to book online appointment ! Two days worth of slots are gone in 3 minutes?

[Next day] I went into the PSK and met “Mr. Online” again. He gave me the usual response at first, but then I told him that I already tried – even at 6:03 ( passport appointment Bangalore) two days worth of slots were gone.
“Is it like a lottery/rally/contest…? You have to get in at exactly 6:00 (for passport appointment Bangalore) to win the slot ?”
He just nod his head and shrugged “heh heh heh” (So he does utter sounds other than – online). I asked if there was someone I could speak with – file a grievance. “Yahan toh kuch nahi hai (There’s nothing here)”.
“Fine, I’ve got to get to work, I thought and left.
Also, there’s a toll free support/grievance number. On the 10th, when I called it in the evening (16:27 in my phone’s log), the number was busy – it’s supposed to be a 24 hour call center. I guess it’s too much to expect to be in a wait queue (which can tell you the queue length/expected time to answer). Then I tried late in the evening (23:38 in my phone’s log) – this time I got through to an IVR. I navigated through it and choose the option to speak to a representative to file a grievance.
“This service is only available between 8:00am and 6:00(or was it 10?)pm”
Oh, okay, so it’s on the “official” 24 hour clock.
The next morning I tried again (10:55 am in my call logs) – guess what? Busy. I’m starting to see a pattern here.
I mentioned the online queue which is gone in minutes at work and another person mentioned that he’s been trying for months but has not able to get passport appointment finally given up. He mentioned there was a protest a while back and it was revealed that all online slots for a particular day were from the same IP. I’ll take that with a grain of salt since that’s just anecdotal “evidence” that I’ve heard. The system has the benefit of doubt till I come across any conclusive proof.
Suggestion: I propose a few steps as a way to make the system more transparent.
Since I don’t want the PSK workers to waste their time in creating reports etc, these systems are to be automated (More project work and payments for you, TCS!). Knowing a thing-or-two about programming, I know these suggestions can be implemented.
If they don’t want to implement a system where it gives you an slots at an arbitrary (free) date in future, the suggestions below can be implemented instead. [I've mentioned the system to friends and they have responded that they would have expected a similar system. I say - these fancy trip date selector websites selling travel tickets have spoilt this lot!]
The manage slot page should show a (paginated) report of all the slots given out. The fields should include ARN, User ID (blanked out for privacy – like on Google Groups), IP Address (blank out one digit from second and third set of numbers), time slot. These are the slots still to happen. The manage (request) slots screen should show the number of available slots, the number of filled slots and also the number of appointments (unique ARNs) requested. The requested slots number will give people a clearer picture on how hard other people are trying to make an appointment, but it should be backed with a report on all the attempts – otherwise the “riggers” will just use a bot (breaking that captcha shouldn’t be too hard) to drive up the number by filing a lot of applications and requesting an passport appointment on it.
There should be an additional report showing the slots that have happened. This would include all the earlier fields and whether the slot was made and whether or not the appointment result was success (application have moved into the next stage – police verification or accepted for renewal etc) or failure (person was turned back for not enough documentation etc). The system is known to have this data, since one can track status of an application online. This post passport appointment booking report will also help to catch bogus slots; unless the department employees themselves rig it – but I trust (at least hope) that everyone in the department wouldn’t be crooked.

Two weeks ago, I got new passports endorsed with spouse name, my passport and my wife passport were routed through a travel agent here on Monday, the travel agent called me on Wednesday saying that the appointment is on Friday, we went and had to experience a 3 hour process in counters named A, B, C and then the exit. Passed Saturday, Sunday, on Monday we got sms that passport has been dispatched by speed post.
ReplyDeleteNOW, the good part of the game starts as I wanted to apply for my son aged 5. I called the travel agent, but he was not available in office, hence I wanted to give own try in the online method through the website http://passportindia.gov.in I have first registered the User ID and Password in the Online Application Filing. Downloaded the application, filled in, up loaded it along with scanned PDF files of supporting document. Soon, came up on the Scheduling of Online Appointment and gave a try, to my surprise the website was saying me to contact / log-in after 2 pm. I kept trying and about 2 PM appointment time slots were shown along with a date which is 2 weeks later. I clicked one of those time slot and the website says this time slot has been taken by someone else, hence try again, I kept trying on the system with another 2 time slots, all the result was same on the website. Finally it was 2:01PM and the website says today's online appointment is all exhausted and advises to try the next day at 2 PM !!!! Next day too, I tried on the method, but was at dismay to have the same response.
- All appointments shown online gets filled up in just 20-25 seconds after they open the online gateway in server !!!
ReplyDelete- The capta letters are confusing, like number 1 and letter I, so this take up the time as the server refreshes the capta letters / image with new one after about 8 seconds only. So to get to the correct capta letters, there needs to be 2 tries, by the time all appointments are exhausted !!!
- Fed Up on this online system, I have given the document to the same travel agent and he promised to make appointment for next week.
- I also heard that the whole system and operations are not fully managed by TATA Consultancy Services (TCS). They manage only counters in Reception area and Counters in A. All other sections of counters in B and C are managed by the Central government employees as earlier (no change on that). You will find they come to office counter for work only at 11:00 - 12:00 hrs but the PSK office open at 08:30 Hrs, appointments are scheduled from 09:00 Hrs !!!!
- My first experience with PSK for my passport and my wife passport was good at Counter A where the wait time is very little , just under 5 minutes to get to the counter representative and there it takes another few moments to capture the biometric finger prints scanned, signatures, cash payment, document views.
- To get to Counter B representative (government employee), we had to wait for about more than 1 hour. There were 7 counters, but only 2 were in service, as other 5 has not turned up for work.
- To get to Counter C representative (government employee), we had to wait for about 45 minutes. Here I say one of the counter person (lady) coming to counter at 11:45 Hrs. There were 6 counters, but only 3 were in service, as other 3 has not turned up for work (but 1 lady came at 11:45 hrs to start work later).
- Previous passport is Cancelled at Counter B even before granting a new passport at Counter C. How come they can cancel a passport without granting new passport ?
Citizens should have a peaceful, smooth process in passport application process and the previous method of manual application was quite better except for the fact to get the token for the day.
The current process is flawed in providing online appointments and hence should be discontinued by adopting a serial number process following the ARN Application Receipt Number which is allotted after online filing.
All we can experience is new technology does not take us any further in getting close to a smooth ride in the process. To avoid this, we are forced to use travel agents for additional cost INR 500-750 per Application.
Hey guys, I must say that Vivek (Admin0, is a man of his words, i will tell you my story.. I had submitted the CONTACT US form, and had asked admin to get an appointment on my behalf, as i was unable to to do so, even after giving repeated trials.. But as promised Vivek fixed me an appointment, as requested at a very reasonable price( Trust me!!!!). But due to some unavoadable circumstances, i couldnt visit PSK lalbagh( Bangalore), immediately i called up Vivek and told him the same, nad he again booked a slot for me.. I have no words to be thankful to him..

ReplyDeleteHave been trying for an appointment to renew my son's passport. Going on for last 3 weeks. Have 4 Mbps broadband connection.Synchronized my laptop time with server's time. I login at 5:57 and will be ready with captcha entered. I hit enter at 6PM and it starts waiting for the connection After 30 secs, either it gives web error or logs me out completely. After that I go through all the steps and try again. This time, it gives today's booking got over. Few times, it has gone through, but after selecting the time slot, it has comeback saying slot booked by someone. Have IT background and I am struggling. Wonder, how common man can break this. Why can't passport office/TCS investigate how travel agents get appointments within a week..May be TCS staff hands are tied because of nexus between Travel agents and Passport office staff.

absolutely ditto problem faced as above, i have synced my comp with the server time, high speed internet connection, being ready at 5:59 with the Captcha keyed in, error and throws me out, login and find a slot and by the time i manage to click, it has already been booked by someone else, seems like that someone else is a super human who always manages to beat me

ReplyDeleteTried every little trick I heard of . Logging exactly at 6 , a minute before 6 , few seconds before 6 and none seems two work with me . Ironically I tried this all from a pretty fast internet connection ( 2 + MPBS download speed)
I am just loosing all my hope to ever get out of India and have started thinking of migrating some where illegally .
This is the reason why everyone hates the system in India. How come 350 slots get booked within 10secs? This is absolutely rubbish. is there a way to file a complaint against this?
